Renouveler la souveraineté. Expériences françaises et polonaises

The conference aims to contribute to the scholarly discourse on the evolution of the state amidst contemporary global processes. It seeks to reexamine the classical conception of sovereignty and address whether traditional doctrine remains relevant in the face of new determinants such as security, technology, and international law.

Participants will also analyze current models of national sovereignty, reflecting on how to modernize representative institutions—namely Parliament and the President—to respond more effectively to crises and avoid constitutional conflicts. Additionally, the debate will explore methods for strengthening citizen autonomy through direct and deliberative democracy, with the ultimate goal of developing proposals for new legislation that modernize governance while preserving the foundations of representative democracy.
