Centrum Badań nad Europą i Eurazją (Centre de Recherche Europes-Eurasie, CREE) przy Narodowym Instytucie Języków i Kultur Orientalnych (Institut national des langues et civilisations orientales, Inalco), przy wsparciu Szkoły Doktorskiej Inalco oraz we współpracy z Polską Akademia Nauk Stacją Naukową w Paryżu i Université Libre de Bruxelles, zaprasza na dni naukowe zatytułowane: „Interest Groups in Post-Socialist Central Europe: A Cross-Analysis of Historical, Political, Economic and Cultural Transformations”.
Szczegóły wydarzenia
Dni naukowe, które odbędą się w dniach 14–15 kwietnia 2026 r. w Maison de la Recherche (Inalco), poświęcone są przemianom grup interesu i praktyk lobbingowych w postsocjalistycznej Europie Środkowej w kontekście zmian historycznych, politycznych, gospodarczych i kulturowych. Podkreślają one najnowsze tendencje, na przykład ukraińska ustawa o lobbingu z 2024 roku, której celem jest wspieranie przejrzystej współpracy między podmiotami prywatnymi i publicznymi. Wydarzenie zgromadzi początkujących badaczy nauk społecznych zajmujących się analizą podmiotów, sieci, praktyk i prób regulacyjnych w regionie. Będzie również okazją do debaty na temat znaczenia terminu „lobbing” i jego wartości analitycznej dla zrozumienia prywatnych wpływów w polityce. Od upadku socjalizmu nowe podmioty niepaństwowe (przedsiębiorstwa, stowarzyszenia, związki zawodowe, grupy religijne) zmieniły charakter interakcji między sektorem prywatnym a władzą polityczną.
Oczekuje się, że referaty będą poświęcone historycznej i instytucjonalnej dynamice kształtującej relacje wpływów, niejednoznacznej roli grup interesu w procesach demokratycznych oraz transnarodowym wymiarom lobbingu w Europie Środkowej. Dyskusje będą dotyczyły tego, jak grupy te wpływają na publiczne procesy decyzyjne, ich skutków dla instytucji demokratycznych oraz kwestii przejrzystości, konfliktu interesów i klientelizmu. Na koniec podczas dnia studiów przeanalizowany zostanie wpływ integracji europejskiej na praktyki wywierania wpływu w regionie oraz wyzwania związane z prawnym uregulowaniem lobbingu w różnych krajach Europy Środkowej i Wschodniej.
